The short answer to that question is a combination of salary cap space and user engagement
More players = less money per player
More players = Fewer snaps per player
Neither of those are conducive to high levels of user engagement, or retention, generally speaking.
I believe you are right though, and that there are ways to make the sim more interesting while accomodating more users. If you have ideas, talk to Adam about them. He's generally pretty receptive to these things, and will probably help you identify any obvious flaws in any ideas you have.
