What NSFL team will pass on an active player? If a player is inactive they wont know/care if they're passed on.

It costs the team nothing to draft an IA player, looks bad when half the league is passing before we're halfway done with the draft, and there's always a couple poor teams stuck drafting everyone that's left, because everyone gets drafted. By passing you're just kicking the can down the road and making it someone else's problem. Selfish behavior.
