As far as I'm aware there has never been an obligation for the remaining teams to select additional players when other teams pass. There doesn't appear to be anything about this in the rulebook.
According to my records, there have been 23 draft eligible players who went undrafted (out of around a thousand players created) upto and including the Season 20 NSFL draft. Six of those were in the Season 20 draft, in fact (for the curious; three each in seasons 16 and 18, 5 in season 7, 4 in season 6, and one each in 12 and 15).
At a glance, it doesn't look like a single active user with a draft eligible player has ever seen their player go undrafted, though.
They'd most likely still be contracted to their DSFL team, though. Unless they left it 3 seasons before they came back, I guess.
Not that any of this matters, since the rule passed already apparently. I just think it's a pointless change that means the draft drags out longer than it needs to. Given that plenty of GMs talk about the amount of stuff they have to do already, it seems counterintuitive.
But hey, I'm not a GM (anymore) so wtf do I know?
Both drafts go until all eligible players are drafted. So if a player was missed, it was a mistake. That's been the case since I was a GM 10 seasons ago.
