Enjoyed reading your thoughts. I read the proposed rules prior to the summit and I assumed rule 2) would definitely pass too.

I also like the signing bonus one, especially if people are trying to look for ways GMs can get an edge other than doing lots of testing. Managing the cap irl is a skill, and often the teams who are good at managing the cap (New England, Philadelphia, Kansas City off the top of my head) are good. So hopefully that comes back in some form in the future.
