Fines are basically just fees that rich people can pay to commit crimes, though

Well, fines are a means by which coercion is possible, since the financial punishment is meant to serve as motivation for certain action or as a deterrent. When that no longer happens, another means comes along. If people abuse this by just paying the fine and using the "paying to commit crimes" reasoning, I'm sure other means of coercion will be found. Money is just the easiest, most widely applicable resource to use in the initial case.
