Why should they? is paying picks for the players. In the expansion draft, and will pay nothing (pick- or player- wise) for them. It's completely different.

Because trading for players before the expansion draft dilutes the expansion player pool. The whole point of an expansion draft is to distribute players to the expansion team. If there are no players to distribute what's the point?
