2M fine seems like overkill. 7M seems appropriate for a graphic, considering you get paid on the graphic too (fine is 4x maximum pay for the graphic). 4x a 200 word article doesn't even sniff 2M, thats nearly a 10x punishment on top of losing TPE from this too.
