If the league were to shut down, I would more than likely spend that time finding a way to make Chicago Great again. It would be one hell of a challenge but it would easily pass the time. Of course I would have to run an absurd number of sims. Twenty thousand at least, to ensure the moves I wanted to make were the best possible moves. I would of course need to secure better draft capital for this season, as it is easily the biggest the league has ever seen.
To do this, I would need to establish whatever valuable assets remained. After figuring out who has value, I would then begin to shop around. I will undoubtedly get very little offers, so I would have to take whatever I could. My main priority would be to get at the most a second round pick somewhere.
The question of course, would there be a team willing to give me one? I highly doubt it. Without a crucial second round pick, I would quickly descend into madness. As I fall further and further into madness, I would begin making questionable moves. I would trade away the team's future for a regressing inactive player. Thus completing the ouroboros cycle that has enveloped Chicago.
