I think he meant the "only" in the opposite way of how you're interpreting it. I think what he meant to say is: of the candidates they're looking at, the one with the least experience has a year of experience, and that's the minimum amount they're looking for

I don't think this is the case. The candidate that Chicago was presented by HO and subsequently refused has a year of experience in the league. I believe they are trying to find someone with 1.5+ years of experience.
