Allow tampering and eliminate tampering rules

I expressed as much in my response to this but I don't really think this would help. FA isn't dead because people don't know what else is out, there it's dead - imo - because people are loyal, and especially so with their first players. And when you consider that something like 75% of actives in the league are S21 or S22, it becomes clear why you aren't gonna see a ton of movement. I mean just look at this class. There are people willing to hold out for/threaten to leave for/hoping to end up with certain teams who haven't been here more than a couple of months.

Also, it's very easy to be a successful player even earning casually. Which means money doesn't mean a ton for people, especially if they like their team's LR. If you wanted to generate more FA activity you'd probably need a greater reward for high TPE earning AND greater scarcity of $, neither of which we really have. And unfortunately doing either would probably require either re-designing the league or changing sims.
