This isn't an uncommon thing in the league at all. Colorado has a player like that this season as well. Most alumni usually demand to play on their original DSFL teams again when they retire and recreate. A player asking to play for a specific team is not against the rules. A member of a team telling a member of another team to join their team is against the rules.

You have a fundamental misunderstanding of that scenario. The commissioner was never under investigation for tampering. The investigation was over the accusation that someone tampered the commissioner.
