So just to some up, Norfolk/NOLA has had MULTIPLE players say they refuse to play for any other team not named NOLA over the last two seasons.

This isn't an uncommon thing in the league at all. Colorado has a player like that this season as well. Most alumni usually demand to play on their original DSFL teams again when they retire and recreate. A player asking to play for a specific team is not against the rules. A member of a team telling a member of another team to join their team is against the rules.

A commissioner get exposed for tampering and deleting evidence, then have that entire scenario get swept under the rug.

You have a fundamental misunderstanding of that scenario. The commissioner was never under investigation for tampering. The investigation was over the accusation that someone tampered the commissioner.
