I had been waiting for this before commenting. Very well done on the data points and research. I like your suggestion to give Balanced 70 speed, which still gives Interior Rusher a higher agility. This is not a change I would push on my own, but I like the compromise and I am in favor of it if @youngcricket likes it as well.

Seems legit if it brings balance, or at least potential balance.
