If I remember correctly, both pairs of expansion GMs were pleasantly surprised by how good their teams are - and there's several promising send downs drafted by each team too. Obviously we're only just over halfway through the season, but if the season ended today then the Hahalua would have the third overall pick and the Sailfish would have the sixth overall pick. Both have roster holes, but neither team is bad.
I don't think any S23 quarterback, running back or wide receiver will be called up immediately after being drafted, because NSFL rosters are becoming full at these positions and there's already S21 and S22 send downs ready to step in ahead of the S23 class.
Expansion is definitely happening (again) soon.
I think a good rookie class contributed to some degrees in the success of this season's expansion teams. And the fact that expansion teams are quite competitive even in their inaugural season might encourage HO to initiate the expansion process sooner.
