I was going to suggest that since int is low for a lot of high TPE LBs, they are making plays from high stats in general.  In addition, a lot of good lbs are also on teams generating pressure, forcing bad throws.

I would also argue that since everyone is low LBs aren't having to consistently outsmart the great vision of a 90+ Intelligence RB or QB. I think since the league is in it's infancy, insane athleticism is what is making everyone top of the line. Once, athleticism starts to even out, offensive lines are fully fledged, then intelligence and 'minor' stats like hands are going to stand out.
