Clarification to my comments to Amidships: Do I think that the letter of the law was followed? Yes. That doesn't necessarily mean that I thought there was a violation to begin with, because I think it unlikely that it was a tampering attempt. That said, tampering is something that needs to be enforced rather strictly in order to prevent any appearance of shady activity, so I don't necessarily disagree with the fact that punishment occurred. So, I think the rules were followed, but that doesn't mean that there isn't room for the rule itself to be changed to try to avoid over-enforcement, etc.
