Tampering is defined as a player or GM approaching a player under contract with another team or whose rights are owned by another team, with the purpose of persuading them to join your team, request a trade, or hold out on contract negotiations.

Since I'm neither a player nor GM I can have a discussion with other teams about a player entering FA. The player does have to be in the conversation however as long as the player doesnt say anything or interact with the GM it isnt considered tampering.

And of course there is no way that it would ever be determined that a GM discussing their desire to sign a player while in a private chat that includes that player is that GM attempting to persuade the player to join their team...

You may not be breaking any rules there but any GM who does that while a player is under contract is asking for trouble. I’m genuinely excited to be negotiating with an agent again but you best believe I’m waiting for free agency.
