The GM is legit sitting there with a player in a chat trying to negotiate getting them to the team. Like the player is watching the GM going "Yeah, we really want to get this guy here and here is what we're willing to do to make it happen." The player doesn't have to respond for that to be tampering.

But the GM isnt talking to the player. The players present but it's a conversation between the agent and the GM. If the player doesnt speak in the conversation they arent participating in it. It is a grey area and a loophole. However after conversations with Bex it was decided it be best if I didnt exploit that.
