I think the nail in the coffin is that they're so far behind still, yet seemingly don't have any motivation to catch up.
Yes they're hiring a new grader now, but one more grader doing the apparent minimum of 3 topics a week isn't going to change anything in the long run. They'll still be behind and without the desire to catch up. Something else needs to changed to fix this.
