Not sure what your formula was here, but it seems Jim Waters should be higher than Boyd and Shields given he has 100 more TPE and was only one round earlier.

You're always free to look at the formula itself. I'm like 90 percent sure their higher ranking comes from the fact that their picks are much less valuable, therefore even getting an active in that spot is pretty insane value.

But like I said, the formula isn't perfect and people are free to iterate and make offshoots. That's what the sheet is there for, after all.
