I get that we still want to keep those people involved but enforcing meaningless forum activity probably isn't the best way to do it.

Forum activity is the only way you can create a player and continue to improve that player. I'm not sure how that's meaningless.

If you are 250 TPE and don't have ISFL aspirations, additional TPE doesn't improve your player at all.

The intention of the DSFL was never to have players stay there indefinitely. The D in DSFL stands for developmental. The whole point of the DSFL is to give low TPE players a place to develop so they can eventually contribute at the ISFL level.
