An opinion I've heard somewhat frequently from older people is that these rules were meant to specifically shut down one particular agent who the GMs/HO at the time thought was a headache. I had nothing but good experiences working with Tim during my recent bout of free agency and really wish there were more people out there working to encourage players to make challenging demands of their teams regarding compensations.
