Maybe a combination of limiting contract terms and causing the cost for re-signing to be really high is an option? I don't know. I mean, I personally think the ultimate goal of the league is fun, and you SHOULD be allowed to stay on a team if you want to. But, it also can hurt the league if there's just a consolidation of top earners all on one team.
