If we're worried about abuse, why not have requested graphics for the league itself? Or that can be used as a basis for requested articles later?
For example:
The request is "create a promo graphic/infographic for one team's secondary"
The following week, you ask for an article comparing secondaries, in which those submitted infographics etc can be used.
Then for this example, you give everyone who submits graphics for this request a flat rate of 400k per graphic, but choose the best three (or whatever) and give them a bonus 200k each or something like that. I'm not out here trying to figure the best numbers, I'm just using these as an example.
That way, your guys DillyDing, BrokkLee and Noppadet who are practicing and improving can still get paid a reasonable amount, but the better GFX people like enigmatic will be fairly compensated for having better work.
If you're worried about people submitting no effort stuff, I still think there is maybe scope for some kind of technical check (again, I mentioned this before) but I'm not knowledgeable enough about GFX to say for sure. Or maybe you only apply that technical check when you feel work is substandard. You could, for example, say "for your next submission, look at this tutorial and try to incorporate these elements" and the tutorial is about some specific technique. That way the less skilled GFX submitter gets guidance and assistance, and there is a clear progression in their ability. If they choose not to follow this guidance, then you withhold pay (unless their next submission otherwise meets standards, I guess)
The problem, from what I can see, is that any "standard" qualifier is not transparent (hence people's concern about being told their work isn't good enough; which leads to less submissions). If you can find a way to make it so, or a compromise in which users whose work is flagged as substandard are aware what you're looking for, there wouldn't really be an issue, I reckon.
