#17 and #53 are Portland's RDT and LDT in 3-4.
Consistently on every play those players line up and engage with the Offensive Tackle each play. Is it clunky and not immediately intuitive to consider these positions, which are labeled as "DT," as DEs? Yes. Is it the right way that awards committee should be regarding and measuring performance and eligibility for those positions? Yes.

All DT and 3-4 / 3-3-5 DE count as Defensive Interior. 4-3 and Nickel DE, and 3-4/3-3-5 OLB count as Edge Rusher. All other LB (ILB and 4-3 OLB) count as Inside Linebacker for the purposes of awards voting/eligibility.

No, but that can also be resolved in the new sim because you can extract the number of plays run from each defensive formation for each team. Combined with depth charts you can make a reasonable estimate of how often someone was lined up at which position.
Not to spoil too much (and the GM guide has already been posted, so ask your GMs if you want to know more), but I also believe that most teams will not switch between defensive fronts as often in the new sim, which causes issues here as the only two defenses anyone used in 16 were 3-4 and Nickel.
Yeah no I read through the guide, and I pointed out earlier that I'm hoping for the new defensive schemes to essentially fix the issue here. I don't think the EDGE Rusher category you listed there would really work out though. Unless it's changed and DEs could really compete with stats that OLBs get. DL is in a tough place to simulate man, even IRL Awards like Pro Bowl/All-Star don't make sense consistently with the way they recognize these players idk
