I would like to point out that while you said the Hawks probably had the worst draft, we still had 4 of the 21 highest rated rookies. At nearly 1/5 of the top 21, I'd say that's a solid draft.

The problem is, these are based on overall ratings, not activity, which is a much better predictor of draft position. For example, Rich Gucci had a higher overall rating than me at the time of the draft, but you'd never draft an inactive at a position of low need, in the first three rounds.
