Realistically the cap should sort of function like this long term.
Certain TPE levels = Certain required pay (We do this in the SHL - Hocket sim league)
This means teams can't hoard ALL the top players and sign massive contracts. You choose to either keep your current squad together, or you leave space to tempt FA's with.
There should be no limit to contract $$ if a team wants to pay someone 25 Million thats their choice.
I would think a high level player should be able to sign a contract that should cover 5-6 weeks of training and not hamper a team to badly. If a team has 10+ players who are at the magic high TPE the team should be able to swing it for the minimum of their TPE but not much more. Would this mean the Salary cap needs to be raised yes. To what number? Im not sure.
If we say there is maybe a total of 25? Positions per team.
10 of those have I dunno 800 TPE so they cost a team at a minimum 5M per season. (50M)
10 are between 300-799 so they cost a team between 2-4M per player - Lets say 3M each (30M)
5 Players are draftees 299 or less. They CAN be signed at a minimum of 1M per season, but can be offered more, Lets say they all get 2M (10M)
So there we have 90M across the board.
Maybe toss in 10-20M for wiggle room, Free agent lure room for teams, or even tossing some extra money for long term loyal players.
110M seems like a nice round number for teams then. If they can manage to convince their players to take min for their TPE they will have coin to play with. If they sign 2-3 players to big ass contracts, well they might have to sacrifice some of those 800+ players across the board. etc etc.
The point of this is to make it so the long serving players could at least have their weekly training covered, BUT they will have to still do media, or get those big contracts if they want equipment every season.
