This means teams can't hoard ALL the top players and sign massive contracts. You choose to either keep your current squad together, or you leave space to tempt FA's with.
A player’s minimum contract amount is determined by their TPE total upon signing, as follows:
Tier 6 (1000+ TPE) - $5,000,000
Tier 5 (800+ TPE) - $4,000,000
Tier 4 (600+ TPE) - $3,000,000
Tier 3 (400+TPE) - $2,000,000
Tier 2 (200+ TPE) - $1,000,000
Tier 1 (<200 TPE) - $500,000
That said, not much differentiation for another season or 2, since the league is so young.
