The easy way to make people ask for bigger contracts is to make a few bank items purchasable with only contract money. If you enjoy watching the world burn, this could be extra TPE, a regression reducer, or some carryover TPE. Otherwise, you could restrict an existing option, such as a position switch, an archetype switch, or TPE redistribution. I'm not ready for the chaos either of those categories would unleash but it would certainly end the minimum contract frenzy.
