I'm not sure I totally understand what you mean here. I'm really not sure how players leaving in FA the season prior forced you to sign all your rookies to $4m contracts? As far as I'm aware that's simply not a thing but I could be wrong.
We has them on $4mil DSFL contracts which is strictly for letting players remain call downs. When we had players jump into FA that we didn’t expect or that things didn’t pan out with another deal, we had to call up those DSFL players. Can’t restructure that $4mil DSFL contract so instead you end up paying $4mil for a player out of pocket instead of the DSFL covering it.
So either you were misinformed or misunderstood how these contracted work.
A player is automatically paid either $4 million per season if they spend a season in the DSFL as a send down, regardless of what is listed on their actual contract post (there's more nuance to it than that but at its simplest terms that's how it works). If you go and look at any rookie deal from the past few seasons, you will see it written like this:
S28 - $1,000,000*
*Contract is $4,000,000 if sent down
Whoever taught you that you have to list rookie contracts at $4,000,000 salary if you're sending them to the DSFL taught you wrong.
