Is buying a kicker's jersey when you're not a member of their family really a thing?

Unless they got a really big family lol. I was at packers v Texans last year and the guy in front of my was a Texans fan but knew Brock was trash. He had their punters jersey and would cheer every time he came on the field.

Also, I believe it was the madden that Hillis was on the cover, but they did a full 64 (2/team) player bracket and iirc the raiders 2 players were the punter and kicker because the rest of the team was horrendous. There is definitely a following, but probably not as much as shown here.
