Can I just point out that technically, this gives Frost better chances of not losing than the wording of the bet would suggest.
If the bet is that "Sarasota will have a record greater than [list of teams]" then equalling their record should be a loss, not a push.
Similarly, if I bet on "over 9 corners" in a football match, and there are 9 corners, I lose my bet.
