Great article I think at this stage of the league, and have called for this a few times in various places (including my pod - plug!), we should make a standard rule that states that goes something like:
"Users are restricted to holding 1 site job at a time
(i) in exceptional circumstances Users may hold more than one job temporarily for a season with exemption from the commisioner.
(i) The commissioner needs to post exemptions each season
(i) a site job is defined as a job with pay from a site department. It excludes GM and HO roles (including commisioner)"
