I think you need to consider Flash Panda for Returner of the Year.
His kick return numbers are definitely worse than Ichinose (24.8 KR Avg) but his punt return numbers are far and away better than anyone else's. He leads the league in PR yards, but his PR Avg is 22.2, which is 10 yards more on average than the player in second. He also has the only PR TD on the season.
