If multiple accounts are allowed, there is nothing stopping me from retiring, recreating under an alt account, getting drafted by the teams that voted for it, then immediately retiring again. over and over until the rule is repealed.

Waaaaay too open for abuse

It pretty much already is, rules 12 and 13 on the universal ballots are proposing a change whereas rule 15 is a bit of a clarification of the current rules. As for your scenario, it technically is abuse in that that isn't how the rule was intended but I don't see who loses here other than you, I guess.

just to clarify, this is never something that I would do. Just pointing out what I think is a significant loophole.
