I think you have to go with NFL rules which state that

Tampering occurs when the owner, general manager or anyone involved with player acquisition directly mentions or hints at acquiring a player not through a channel that would influence a player to take an action that may affect how they approach their next contract.

For example, if @Bzerkap posts here that he wants Cook, that's tampering.  Because it allows Cook to know that he has an option either through trade or through contract expiration to join Yellowknife.

However, if I post that I would like Cook on the team, it's not tampering.  I have 0 influence on roster makeup. 

If that makes sense.

Works for me I guess. It's just so strict lol. I wouldn't be allowed to joke when I guy scores huge that I want him in Yellowknife, when it would be obvious everyone wants that guy on their team
