Inactive free agents could be signed by either DSFL or NSFL

The S3 draft isn't effected but The S4 drafted we have chosen to take the hit to develop the league. The hope is that most NSFL teams will have a much more established roster by then and won't need the waiver wire anymore. Hopefully players will stay active more if they are playing and developing with their equals in the DSFL which in turn would have more actives for the NSFL long term.

man, really sucks for us being caught up in the "choosing to take the hit" after we traded for S4 picks....
