High tackles at CB could be entirely unrelated to the performance of the CB but rather his teammates allowing catches or not stoppibg runners and he's on clean up.
Similarly, low tackles doesn't necessarily mean he misses tackles or doesn't reach the ball. It's possible QBs just didn't throw his way (possibly because his coverage was that good).
Without knowing how many times a player was targeted in coverage it's not possible to make these kinds of conclusions imo.
I mean... I don't necessarily disagree with your pick. I just think your reasoning over the tackles metric is fundamentally flawed.
