2) The problem is you are assuming that is the intention. Is it intended to be prone to big plays, or is it just broken? There's no real way to know.
So what we need to focus on instead is not "working as intended" vs "not working and game breaking". Instead it's: Does leaving it in vs removing it get us to a more or less competitive environment.
And my position is that removing it will create a more competitive environment by removing a play that adds too much variance into the system that is not reflective of a team's strength.
