It's a damned if you do, damned if you don't situation.

Grade on a scale, you get subjectivity. You get guys trying to learn putting in 45 minutes and getting paid $250k while an expert in 20 minutes gets $750k.

Give a flat payment, you get laziness. Paint sigs. etc.

No matter what this comes down to the quality and effort of the GRADERS more than anything else. No system will work unless you have good graders who understand graphics very well. They also need to understand the people making the graphics, their skill level, and know how that person has been progressing.

Ideally, you do have graphics people grading. You only get better by trying and getting feedback. If you clearly put effort, chances are you will be a 3 on the scale anyway which nets you similarly to what you get now. Those people aren't the ones that need to be docked. People taking pictures or using paint with NO EFFORT needs to be stopped. You're going to see no media and people posting shit graphics because why would you spend time doing media?
