There isn't consensuses about free position swaps. I'm not so sure about inactives being useless.
For example, if he has 150 TPE, couldn't he get a contract renewed as an inactive for 500k which is cheaper than the 1 million 150 TPE bot that is purchasable?
Obviously the GM not having control over the build might not be worth the budget but you get the idea.
