I like the changes to this rule but don't like a 2nd round pick being given up. Maybe a 3rd is better.
Also, we could make it like the Franchise Tag in the NFL. Average of the top ten at your position, or 10% increase, whichever is higher. Something like that. So consecutive tags just get out of control.
