Section II, Part B: "TPE gained from equipment may NOT be redistrubited"

I mainly just want to come to a consensus

Hmmm yea this has come up before and we've always gone with any TPE already applied is available for redistribution. However, this does throw a wrench in things with the rule book. I'll let HO decide

As an aside it would be annoying to track the equipment TPE.
