From my understanding, if you buy shoulder pads, you have to apply it to strength/tackling.

However if you redistribute the TPE from a position swap, the gear doesn't matter and you just worry about the TPE.

The reason for this is because this is not a common occurrence. Each player can only swap positions one time per career.
