For inactive OL, can GMs choose how to spend the buffs if the new minimums are met?
We allowed players to allocate TPE if the minimums are met. However, for inactives, we don't feel like someone should be deciding on another player's build so it will have to just be an archetype upgrade.
So if the archetype strength was increased by 15 TPE, The inactive player can add 15 TPE to strength.
This is to maintain that their character is just how they built it, in the off chance they come back.
