Oh man, this conspiracy stuff about 23 enigma is deep.  plus if you take the data you get E -nigma.  If you remove the vowels you get Ngm.  NGM is National Geographic Magazine which was first issued in 1888.  If you combine all the numbers of 1888 you get 25, if you add 2 and 5 you get 7, and if you remove the E that has already been used, there are only 25 letters, and 25-7=18 and R is the 18th letter in this no-repeat alphabet!  THEREFORE! Er is the conspirator.
