A budget strategy is not required as everyone bought all the best stuff and they still have money to spare. AZ had to spend $23M on 1 player to get within $4M of their salary cap. After buying bots, OCO paid someone $18M and still had cap space. It will eventually work itself out but that is probably S7 or S8 with the way things are going.
I guess my point is that we would have had the same $18m to offer Boss with or without the Oline changes. So I view these two things independently. If we didn't give teams enough cap space to sign the tier 2 bots (which may be the best for right now, but really are just the equivalent of an active second season player) then most players probably wouldn't have switched out of OL and we wouldn't have changed anything. Boss and Garden still would have been paid the same amount of money and sacks would still be running wild through porous lines.
If anything I'd say this offseason's changes has proven a resounding success given how much more parity the league appears to have now than the previous three seasons.
