A budget strategy is not required as everyone bought all the best stuff and they still have money to spare. AZ had to spend $23M on 1 player to get within $4M of their salary cap. After buying bots, OCO paid someone $18M and still had cap space. It will eventually work itself out but that is probably S7 or S8 with the way things are going.
The head office has discussed this and we currently don't feel comfortable fixing a problem that will resolve itself. However this decision isn't something that is final and we still discuss this.
I personally don't think it's necessary and Ballerstorm didn't either (not that it matters since he stepped down from HO).
My concern is the extra headache a contract solution could cause. Budgeting for GMs currently isn't easy but if they had to re-evaluate their players every year depending on their TPE gains and if they hit a TPE threshold, then it would take a lot more time just to figure out their budget. On top of this, it would also then be pretty challenging to predict what their budget will be like in future years.
This would probably be more balanced than the current system where players are grabbing long term minimum contracts but again, I think it will resolve itself pretty soon and stay resolved.
