If you actually got to create an expansion team what would it be? Location, name, colors, GMs and First player(s)

Since we just had (by a very small margin) the largest class of prospects in history how do you expect the next few recruitments to go? Do you think they will return to s19, s20 levels or do you expect the average class size to remain much higher than it has in the past?
