With 15 members eligible to vote, 11 votes are needed for a rule to pass.

The once per season equipment purchases will be replaced by once per season coaching purchases that do not specific how the TPE is used.
The proposal is for the concept but and example of the idea is as follows for understanding:
Training with an former DSFL player +5
$2 Million
Level two training with former NSFl player +10
$4 Million
Level three training with former DSFL coach +20
$8 Million
Level four training with Hall of Fame Player +25
$10 million
Level five training with former NSFL championship coach +32
$15 million
The actual titles and to a degree the amounts are negotiable, but as it currently sits, it remains within the established 32 TPE limit that current equipment brings while opening up how people use their TPE and significantly lowering redistribution.

Year 12 regression will be reduced from 75% to 60% as per the suggestions of the regression scale creator. This will give high level players the opportunity for an extra season to counter the lost games from the new schedule while still making everyone work for it.

OL can only be created by users with a former player who has earned 250 TPE or more.
The reasoning for this is simply that OL is not very viable, most people are not active who create there. We have had discussion about removing OL, which has been shot down, and we have had discussion about boosting OL, which has been shot down. OL as it is currently is here to stay, but there is a big negative. re-creates as OL are not that active, but often I believe people who create as OL only do so because they want to stay in the community but not really worry about stats, which I dont think we should discourage. However, the first gen retention rate for OL is quite literally 0% since we added OL bots. I think allowing first gen users to create as OL is irresponsible of us.

Remove the following rules:
1.4.1.2. The player plays 4 years in the DSFL
1.4.1.2.1. Players that have played 4 years may apply for an extension via a “Fifth Year Senior” appeal. The reasoning behind this appeal must pass muster before HO and may vetoed by either DSFL Commissioner
I don't see why this is needed. We already have a rule that says once you play 14 games in the NSFL, so no veteran who has been called up will be able to return to the DSFL. The only people this keeps out is 1) people like OwlStrike13 and Wozy, guys who are not very active but continually try and clearly want to be part of our community, and i think it is silly to restrict them in the league. 2) 5, 6, and 7 year old low TPE free agents. As the regression manager, I regularly regress away 10-15 low TPE people that are getting no use in the league. Currently we have even less than that. We have 12 free agents who are unavailable to be signed by DSFL teams. I think the only concern I see is that it could take the spot of actives in the DSFL, but that is not really the case. out of these 12, only one guy is above 100 TPE. This would just allow for all players to be used in our league, and gives DSFL teams options to fill their rosters with inactives rather than bots

Create a "standard rookie contract" option that counts as $2 mil toward the team cap and offers up to $2 mil in additional bonuses (specifically not counted toward the cap) based on TPE performance. The goal is to allow rookies to make rookie contracts easier to plan into our early budgets and allow players keep earning DSFL level money without placing a bigger burden on the team. (This would not take place until S18 or later.)

Alllow teams to begin signing inactives once the regular season (week 13) ends rather than waiting for the Ultimus to end. This gives teams an entire week to prepare rather than only 30 hours.

All contracts longer than two years must include a Player Option or Mutual Option. This covers extensions too (ex. player is under contract for S17, signs extension thru S20, must have PO/TO for S19)

All TPE earned must be put in your update thread before regression and signing new contracts or extensions. This TPE will count towards regression and your contract tier. While in regression, if a late update puts your player into the next contract tier, any TPE not put in your update thread at those times will be considered void. While not in regression, if a late update puts your player into the next contract tier, any TPE that was claimable prior to signing that would put your player into the higher contract tier will be forfeited.

Players who create after the trade deadline are not eligible to receive TPE from point tasks, trivia, or predictions until their first full season in the league. Activity checks and weekly training would still be permitted.
Why? Right now joining at the deadline is a pretty considerable advantage from this point of view. You get an extra $5m as a DSFL waiver claim. Then, I believe you get a full week of PT, Trivia, Predictions, then Ultimus Week as well. If you assume 2 TPE per prediction week then it's in the range of 25 extra TPE. Even though 25 TPE won't make or break anyone, we banned equipment double-dipping for the same reason. I don't think it makes sense to have timing have this kind of impact.

1. Create Offensive Line of the Year award for DSFL
2. Identical to NSFL Rule 4 - as it pertains mostly to DSFL we wanted additional ratification
3. Eliminate II.c.3 and II.c.4 and clarify that DSFL teams permanently reserve the rights to their DSFL-eligible players unless cut or traded. Get rid of anything involving having to extend IAs/sign IAs to contracts, which hasn't been done for over an irl year
