With 17 members eligible to vote, 12 votes are needed for a rule to pass.
1) Change the name of the Thunderdome to the Pit of Misery
2) Create Playoff Predictions: Picking game winners just like regular season for 0.5 TPE (or alternatively 1.0 TPE) per correct guess.
This has the effect that on average it will make up for TPE lost through equipment changes. If it's 0.5 TPE per game, that would mean only a perfect prediction nets you 3 TPE, while the average will likely be around 2 TPE somewhere. It also gives a bigger incentive to eliminated teams to watch the playoffs or pay attention to it.
3) Every single team has the same TPE for each offensive lineman. The number I come to is 550 TPE given that almost every team buys bots of some quantity at that level. Since we are adding set bots (and you do not have to pay for them) I propose we decrease the cap by 15M (or a number to be determined by the head office).
In conjunction with this - there is a rule to allow some way to have user offensive lineman (that can be figured out at a later time). As of now - OL Bots are dumb. Lets fix this

5) Move to a point-based system for player awards with a committee attached to it. Rather than vote on individual players, it will be the job of the committee to weight stats and determine how the winners are decided. The formulas may be changed, but it will only affect future seasons if changes are made while a change if in progress. The committee will be tasked with setting a value for each stat (similar to fantasy football scoring), determining how players are compared in non-positional awards such as MVP (for example, DL may receive a bonus compared to LBs), and evaluating the formulas to decide if changes need to be made. Awards that can't be quantified with a number (such as Most Dedicated Member or Best GM) will continue to be voted on by HO and GMs. This would be a way to reward players' statistical performances without fear of user bias. (hence why scores can't be manipulated mid-season and affect the current season)
For an example of this, I will use my RB rankings chart (link). The committee would determine the weight of the stats; my formula is only an example in this case.
6) All RB/TE playing at any wide receiver position (LWR/RWR/FL) must be listed as FB to disqualify them from being used as their team’s primary receiver
7) Limit teams to no more than two formations with a "flex" player used by the playbooks in a weekly strategy. This includes backup positions.
--- The first half of that point is relevant only to playing those players at WR. They can still be used freely in their original positions.
--- The second half of that point is only relevant to protect GMs in scenarios where a player is flexed in a formation that is unused (ex: having a TE at WR in the Pro Set formation when only using the Spread Offense playbook in their offensive strategy)
8) (GOES IN CONJUNCTURE WITH RULES 6 & 7) GMs must self-police. In other words it won't be on the simmer to make sure their depth chart complies. If their depth chart for any given week is found to have utilized flex players in more than two formations used by their playbook(s), they will be fined $500k from the following season’s salary cap
9) Flex back of the year award.
Players that play TE or RB can go against those who do the same come award time. Giving Flexbacks thier own category to be voted under will not take away from those who don't have the option to play owr.
10) Create an awards committee.
An independent committee of 5-7 individuals that are not HO members or GMs to nominate, discuss, and vote on awards. A group who is dedicated to this specific task can go deeper into the award minutiae and give one of the league's biggest events a 100% focus. GMs and HO members simply cannot do this. Evidence of this is as simple as the fact that somebody misses their vote almost every season. If you want more look at the fact that measures have had to be put into place to stop people from simply copying other votes. Multiple times.
Despite any myths that a committee solves nothing, what it solves is the problem of the current voting system basically ensuring that the awards will never be a full focus. The current voting pool simply doesn't have time amidst all of the other offseason events to really dig beyond basic statlines. An awards committee could start the minute the regular season ended and go into stats, games, and how the performances effected individual games and season.
Ideally the committee would be vetted and requires volunteers who are former gms or ho members or department heads or league mvps or any number of other potential qualifications. I would argue that we don't pay them now, and if we decide to change that later we can reimburse them.
11) Change the NSFL name and acronym.
Yet more people have joined and complained about the terrible acronym. Over the past 2+ years it has been one of the most consistent complaints and has come up in every recruiting scenario. It's time to stop holding onto something just for the sake of holding onto it. There is zero drawback to changing this and plenty of reason why to do so. If nothing else, there is a big benefit to simply having a name or acronym that doesn't bring up negative things when you google it.
12) Completely remove ability to go into negative on bank transactions. New players are given a $5 million bonus so that is enough for them to get started. This should increase players looking for contract money and increase the amount of applications submitted for jobs.
13) Anonymous GM proposal:
Ban FS from playing at SLB.
Grithead and Jensen are prime examples on why they shouldn’t be allowed at that position.
